For Pesach Osina, resiliency is not just about building stronger infrastructure. It is about making sure government shows up when families are in crisis.

Our district is surrounded by water and has too often been the first hit and the last helped. Pesach saw that firsthand after Superstorm Sandy, when families, seniors, homeowners, and small businesses were left waiting for the support they needed to recover.

Working with Assemblyman Phil Goldfeder, Pesach helped secure food and

medical resources for local residents after Sandy. He also helped connect families with critical support during the pandemic.

Pesach’s commitment to emergency preparedness began long before Sandy. After the September 11th attacks, he helped launch the local Community Emergency Response Team, known as CERT, to train residents and strengthen neighborhood readiness.

These experiences shaped Pesach’s belief that government must prepare before disaster strikes, respond quickly when families need help, and stay until the job is done. That message is also at the center of his resiliency campaign plan. 

Pesach will fight to:

End the cycle of being first hit and last helped
Demand faster emergency response, stronger coordination between agencies, and real accountability when government falls short.

Strengthen coastal and flood protections
Invest in dunes, seawalls, bulkheads, drainage systems, sewers, tide gates, storm barriers, and other protections our coastal communities need.

Speed up delayed resiliency projects
Push agencies to complete long-promised projects and stop forcing neighborhoods to wait years for basic protections.

Expand emergency preparedness and CERT programs
Give residents the training, equipment, and information they need to safely help their families and neighbors during an emergency.

Protect homeowners, tenants, and small businesses
Expand access to grants, low-interest loans, flood-proofing assistance, repairs, recovery programs, and storm-hardening improvements.

Improve storm communication and evacuation planning
Create clearer emergency alerts and stronger evacuation support for seniors, people with disabilities, families without transportation, and residents in flood-prone areas.

Secure our fair share of funding
Fight for city, state, and federal resources so outer-borough coastal communities are no longer overlooked or left behind.

Pesach knows resiliency means preparing before the storm, responding when families need help, and staying until every community has recovered.
