Seniors who worked their whole lives deserve to retire with dignity. Pesach will protect pensions, lower healthcare and prescription costs, fix Tier 6, and expand property tax relief so seniors can afford to stay in their homes.

Shampoo, conditioner, deodorant, baby formula, medicine, and basic household goods are locked behind glass because retail theft has become too common and too costly. That is not normal, and it should not be accepted.As Assemblyman, Pesach Osina will support legislation to lower New York’s felony retail theft threshold from $1,000 to $500. If someone walks into a store and steals $500 or more in merchandise, there must be serious consequences.This policy is not about criminalizing poverty. It is about stopping organized retail theft, protecting workers, defending small businesses, and restoring quality of life in our neighborhoods. When theft goes unchecked, prices go up, stores close, workers are put in danger, and families are left paying more for the basic items they need.Pesach’s plan will focus on:<ul><li>Lowering the felony threshold for retail theft from $1,000 to $500.</li><li>Creating stronger penalties for repeat offenders and organized retail theft rings.</li><li>Giving prosecutors and law enforcement the tools they need to hold criminals accountable.</li><li>Protecting store workers from harassment, threats, and violence.</li></ul>New Yorkers deserve safe stores, fair prices, and neighborhoods where laws are respected. Quality of life matters, and Pesach Osina will fight to make sure Albany takes retail theft seriously.<h3>Addressing Mental Health the Right Way</h3>Too many people in crisis are left without real help — and communities feel the impact.Pesach will:<ul><li>Expand state funding for&nbsp;mental health crisis response teams&nbsp;that work alongside law enforcement</li><li>Support legislation to improve&nbsp;involuntary treatment standards&nbsp;for individuals who are a danger to themselves or others</li><li>Increase long-term treatment capacity so people aren’t just released back into crisis</li></ul>Compassion and safety go hand in hand — ignoring the problem helps no one.<h3>A Serious Commitment to Safety</h3>This isn’t about politics. It’s about people.Pesach Osina is focused on&nbsp;safer streets, real accountability, and practical solutions&nbsp;that make a difference in everyday life — not slogans.Because feeling safe in your own neighborhood shouldn’t be a question. It should be a given.

Public safety matters. Pesach supports law enforcement, believes repeat offenders should be held accountable, and will push for real mental health solutions that make communities safer for everyone.

<h3>Stronger Laws, Real Consequences</h3>Animal cruelty should be treated for what it is — a crime against a living being.Pesach will:<ul><li>Fight to&nbsp;strengthen penalties for animal cruelty and abuse</li><li>Support laws that recognize animals as&nbsp;living beings, not just property</li><li>Close gaps that allow repeat offenders to avoid serious consequences</li></ul>If someone abuses an animal, it should be treated as a serious offense — not brushed aside.<h3>Better Enforcement &amp; Coordination</h3>Laws only matter if they’re enforced.Pesach will:<ul><li>Support stronger coordination between&nbsp;law enforcement and animal protection organizations</li><li>Ensure cases are properly investigated and prosecuted</li><li>Push for better reporting and tracking of animal cruelty cases</li></ul>Too many cases fall through the cracks — that needs to change.<h3>Protecting Animals and Communities</h3>Animal abuse doesn’t happen in isolation.Studies have shown a link between animal cruelty and other forms of violence. Taking these crimes seriously helps protect not just animals, but communities as a whole.

Animal cruelty should be treated as a serious crime, not just property damage. Pesach will fight to strengthen laws and enforcement so animals are treated as living beings and those who harm them are held accountable.

Animal Protection

Housing in our district isn’t one-size-fits-all — and it shouldn’t be treated that way.From single-family homes in Howard Beach and Ozone Park, to co-ops in Lindenwood, to buildings along Shore Front Parkway, every community is different. And the people who live here want a real say in what happens in their neighborhoods.Pesach Osina believes that voice should come first.<h3>Protecting Community Input</h3>Too many decisions about development are made without fully listening to the people who live here.Pesach will:<ul><li>Stand with residents who want a&nbsp;real say in local development decisions</li><li>Oppose one-size-fits-all policies that override community input</li><li>Support efforts to&nbsp;protect neighborhood character and prevent overdevelopment</li></ul>Development should work for communities — not be forced on them.<h3>Standing Up to Overdevelopment</h3>Our neighborhoods should not be reshaped without consideration for infrastructure, traffic, and quality of life.Pesach will:<ul><li>Push back against policies that encourage&nbsp;overdevelopment without local support</li><li>Ensure that any new development is&nbsp;responsible, balanced, and community-driven</li><li>Fight to make sure state resources are not used to support projects that ignore local concerns</li></ul>Growth should be thoughtful — not rushed.<h3>Protecting Homeowners</h3>For many families, their home is their biggest investment.Pesach will:<ul><li>Strengthen protections against&nbsp;deed theft and title fraud</li><li>Support programs that help homeowners navigate complex systems like&nbsp;co-ops and Mitchell-Lama housing</li><li>Advocate for policies that protect long-term residents from being pushed out</li></ul>Homeownership should come with security — not uncertainty.<h3>Lowering the Cost of Staying Here</h3>Keeping people in their homes is just as important as building new ones.Pesach will:<ul><li>Fight for&nbsp;property tax relief, especially for middle-class families and seniors</li><li>Support policies that make it more affordable to stay in the communities people have built their lives in</li></ul>

Every neighborhood in our district is different, and residents deserve a real say in what gets built. Pesach will fight to protect community input, oppose overdevelopment, and focus on policies like property tax relief and homeowner protections.

Responsible Housing

<h3>Fixing a Broken Reporting System</h3>Right now, the system is confusing and fragmented.Victims can report incidents to different agencies — NYPD, District Attorneys, the Office of Hate Crime Prevention, the Human Rights Commission — but there’s&nbsp;no clear coordination between them. Too often, people are turned away or their experience isn’t properly recorded.Pesach Osina will fight to:<ul><li>Create a&nbsp;unified, interagency reporting system&nbsp;so incidents are tracked and shared</li><li>Standardize definitions so victims aren’t dismissed because their case doesn’t “fit”</li><li>Improve transparency so communities know what’s actually happening</li></ul>If something is reported, it should count — and it should be acted on.<h3>Supporting Victims Where They Are</h3>For many people, reporting hate isn’t just difficult — it feels impossible.Pesach Osina will:<ul><li>Fund and expand&nbsp;Hate Crime Navigators&nbsp;— trained professionals who help victims report incidents and access services</li><li>Ensure support is&nbsp;language-accessible, culturally competent, and community-based</li><li>Partner with local organizations to build trust and increase reporting</li></ul>People are more likely to come forward when they know someone is there to help them through it.<h3>Protecting Every Community</h3>Fighting hate means protecting everyone.Pesach Osina is committed to making sure every community — Jewish, Black, Latino, Asian, Muslim, Catholic, and others — feels safe, respected, and supported.

Hate crimes are rising, and too many incidents go unreported. Pesach will push for better coordination between agencies, stronger reporting systems, and real support for victims so every community feels safe and protected.

Fighting Hate

<h3>Building QueensLink</h3>South Queens has been a transit desert for too long.Pesach supports&nbsp;reactivating the Rockaway Beach Branch through QueensLink&nbsp;to bring rail service back and finally connect our communities to the rest of Queens. By using existing infrastructure, this project can deliver faster commutes, better access to jobs, and real economic benefits for the entire district.He will fight to:<ul><li>Secure&nbsp;state funding through the MTA Capital Plan</li><li>Move the project forward with real timelines </li><li>Ensure the plan reflects community input and local needs</li></ul>Better transit isn’t a luxury — it’s something this district needs.<h3>Protecting the Cross Bay Bridge Rebate</h3>For families in this district, the Cross Bay Bridge isn’t optional — it’s part of everyday life.Pesach will:<ul><li>Protect and permanently secure the resident rebate</li><li>Work to&nbsp;codify the program in state law&nbsp;so it can’t be reduced or eliminated</li><li>Ensure stable, long-term funding for the rebate</li><li>Make sure everyone who qualifies can easily access it</li></ul><h3>Expanding Fair Fares</h3>Transportation costs don’t stop at tolls.Pesach will support expanding&nbsp;Fair Fares&nbsp;so more working- and middle-class families can qualify for reduced transit fares. Too many people are just above the cutoff and still struggling to afford daily transportation.He will fight to:<ul><li>Raise income eligibility thresholds</li><li>Increase funding to expand access across Queens</li><li>Make enrollment simpler and more accessible</li></ul>Getting to work shouldn’t break the bank.

Our district deals with some of the longest commutes in the city. Pesach will protect the Cross Bay Bridge rebate, expand Fare Fares, and push forward QueensLink to finally connect our communities and give people a real alternative to long, unreliable commutes.
